The government of Irrawaddy Division has been accused of blocking freedom of information after reporters for private media outlets said they were denied access to one of its recent meetings.
When the reporters arrived at the meeting venue on Wednesday, they were told that they didn’t have permission to enter. The reporters then accused officials of bias after noting that correspondents from state-run news agencies had been allowed in.
“They didn’t restrict everyone in the same manner. They only allowed reporters from agencies like the Ministry of Information and [state-run television station] MRTV to enter,” said Mizzima News’ reporter Sithu Maung Maung.
“This is media oppression and we would like to know if the regional chief minister was aware of this,” he added.
The confrontation between the two sides became heated when an official from the general administration department, which operates under the military-controlled Ministry of Homes Affairs, snatched a mobile phone being used as a recording device from the hand of one of the reporters.
The officials later said they denied the reporters entry because they hadn’t received instructions from the chief minister to allow them in. “If they had approval from the government’s office, we would have let them in,” said one official.

Mahn Johnny, the Irrawaddy Division chief minister, blamed the incident on a misunderstanding and said his government would do its best to ensure that similar problems don’t occur in the future.
“We will try not to have a repeat of this. It happened due to unclear procedures and what’s done is done. But in the future, we will get the officials to explain their actions and stop them from doing it again,” said Mahn Johnny, who was elected last year as a candidate for the National League for Democracy (NLD).
Sources in the Irrawaddy Division government say that senior officials from various government departments have been accused of not cooperating with the new NLD-led administration’s democratisation efforts.

ဧၿပီလ ၂၇ ရက္ေန႔ မနက္ပိုင္းက ဧရာ၀တီတိုင္းေဒသႀကီး ဧရာေရႊ၀ါခန္းမမွာ ၀န္ႀကီးခ်ဳပ္ မန္းေဂ်ာ္နီ အပါအ၀င္ တိုင္းေဒသႀကီး အစိုးရအဖြဲ႔၀င္ေတြနဲ႔ တိုင္းေဒသႀကီးအတြင္းရွိ ဌာနဆိုင္ရာ အႀကီးအကဲေတြ ေတြ႔ဆံုရာမွာ သတင္းမီဒီယာေတြကို ၀င္ေရာက္ သတင္းယူခြင့္ မေပးခဲ့ပါဘူး။
ဒီအေျခအေနနဲ႔ ပတ္သက္လို႔ မဇိၥ်မသတင္းေထာက္ ကိုစည္သူေမာင္ေမာင္က “သတင္းယူခြင့္ ကန္႔သတ္ခံရတယ္ဆိုတာက အားလံုးကို တန္းတူညီမွ် ကန္႔သတ္တာမ်ိဳး မဟုတ္ဘဲနဲ႔ သူတို႔ဘက္က အမ္အာတီဗြီတို႔၊ ျပန္ဆက္လိုဟာမ်ိဳးေတြကိုေတာ့ တက္ေရာက္ခြင့္ေပးတယ္။ က်န္တဲ့ အျခားမီဒီယာေတြကိုေတာ့ အေၾကာင္းၾကားျခင္းလည္း မရိွဘူး။ ဒီလိုကန္႔သတ္တာမ်ိဳးကေတာ့ ဖိႏွိပ္မႈတခု၊ ဒါ ၀န္ႀကီးခ်ဳပ္ေကာ သိလား။ ဒါမွမဟုတ္ရင္ အျခားအဖြဲ႔အစည္း တခုခုကေနၿပီးေတာ့ မီဒီယာကို ကန္႔သတ္ဖိႏွိပ္ ခ်ဳပ္ခ်ယ္ခ်င္တဲ့ သေဘာထားလားဆိုတာ ကြဲျပားမႈမရိွဘူး” လို႔ ေျပာပါတယ္။
ပုဂၢလိက သတင္းမီဒီယာေတြကို ၀င္ခြင့္မေပးခဲ့ေပမယ့္ ျပန္ဆက္နဲ႔ အမ္အာတီဗြီက သတင္းေထာက္ေတြကိုေတာ့ ၀င္ေရာက္သတင္းယူခြင့္ ျပဳခဲ့တဲ့အေပၚမွာ အျခား သတင္းမီဒီယာသမားေတြက တိုင္းေဒသႀကီး အစိုးရအဖြဲ႔ရဲ႕ သတင္းမီဒီယာက႑အေပၚ ထားတဲ့ မူ၀ါဒနဲ႔ပတ္သက္ၿပီး ၀န္ႀကီးခ်ဳပ္ကို ေမးျမန္းခဲ့ပါတယ္။
ဧရာ၀တီတိုင္းေဒသႀကီး ၀န္ႀကီးခ်ဳပ္ မန္းေဂ်ာ္နီက “ေနာက္တခါက် အဲ့လိုမျဖစ္ေအာင္ ႀကိဳးစားမယ္။ အခုက မသိတဲ့အတြက္ေၾကာင့္မို႔လို႔ ဒီဟာကေတာ့ ဒီမွာပဲ ၿပီးသြားလိမ့္မယ္ေပါ့ေနာ္။ ေနာက္တခါက်ရင္ အဲ့ဒါ ဘာျဖစ္လို႔လုပ္တာလဲ ေမးမယ္။ ေမးၿပီးေတာ့ ေနာက္ဒီလိုမလုပ္ဖို႔ တားေပးမယ္” လို႔ ျပန္လည္ေျဖရွင္းပါတယ္။
ဒီကိစၥနဲ႔ပတ္သက္ၿပီး သတင္းမီဒီယာသမားေတြက သက္ဆိုင္ရာ အေထြေထြ အုပ္ခ်ဳပ္ေရးဌာနက တာ၀န္ရွိသူကို ေမးျမန္းခဲ့ရာ သတင္းမီဒီယာသမားေတြကို ရင့္သီးတဲ့ ေျပာဆိုမႈေတြ ေျပာဆိုၿပီး ဖုန္းကင္မရာကို လုယူခဲ့လို႔ ႐ုန္းရင္းဆန္ခတ္ ျဖစ္ခဲ့ပါတယ္။
အဲဒီေနာက္မွာမွ တာ၀န္ရွိသူတဦးက အခုလို သတင္းမီဒီယာသမားေတြကို ေပးမ၀င္တာက ၀န္ႀကီးခ်ဳပ္က ေပး၀င္ဖို႔ ညႊန္ၾကားထားတာ မရွိလို႔ဆုိၿပီး အေၾကာင္းျပန္ခဲ့ပါတယ္။
အေထြေထြအုပ္ခ်ဳပ္ေရး ဦးစီးဌာန တာ၀န္ရွိသူတဦးက “႐ုံးကိုတင္ထားတယ္ဆုိ ငါတို႔က ခြင့္ျပဳမွာပဲ။ ငါတို႔က မီဒီယာေတြနဲ႔လည္း ေတြ႔စရာအေၾကာင္းမရိွဘူး။ ငါတို႔က ၀န္ထမ္း ငါတို႔ကိစၥ ငါတို႔လုပ္ဖို႔။ အစိုးရအဖြဲ႔နဲ႔ ေပါင္းဖို႔” လုိ႔ ေျပာပါတယ္။
ျပည္သူ႔ဆႏၵနဲ႔အညီ ေရြးေကာက္ခံအစိုးရသစ္ တက္လာခ်ိန္ကစတင္ၿပီး ဧရာ၀တီတိုင္းေဒသႀကီးအတြင္း ဌာနဆိုင္ရာေတြမွာ တာ၀န္ထမ္းေဆာင္ေနတဲ့ အရာရွိႀကီးေတြအေနနဲ႔ အစိုးရသစ္ရဲ႕ တိုုင္းျပည္တည္ေဆာက္ေရး လုပ္ငန္းေတြမွာ အင္အားျပည့္ ပူးေပါင္းပါ၀င္ျခင္း မရွိဘူးလို႔ ေ၀ဖန္မႈေတြလည္း ထြက္ေပၚေနပါတယ္။
